What a great opportunity! However the “Animal Rights” Gods will bring down
their wrath on TDLR! The news will spread like wildfire all across the
country; HSUS and Friends will oppose any action to change or repeal their
misnamed “Puppy Mill” Bill. Remember “HB 1451,” the “Puppy Mill” Bill that
doesn’t even contain the “commercial” word? That word was removed at the
first committee meeting! We’ll be counting on you, our veterinarians and
the media to stand with us to protect our historic relationship with
We’ve tried the last two legislative sessions to get changes to the new law,
but Rep. Senfronia Thompson blocked our efforts by threatening legislators
not to mess with her bill or they’ll never get their bills through her
Consent Calendar Committee. With state elections looming and the Texas
Legislature convening in January, this is the time to ramp up our efforts.
This new state law is a national “animal rights” legislative agenda to end
all breeding of pets. No breeding = No pets! Purebred dogs and cats are
simply the “canary in the coal mine.” Yes, they really mean ALL pets, as in
the new USDA/APHIS Ruling to end Internet Sales.

The Texas Department of Licensing and Regulation (TDLR) is reviewing the
Licensed Breeders program (Title 16, Texas Administrative Code, Chapter 91)
for re-adoption, revision, or repeal. TDLR will determine whether the
reasons for adopting or readopting these rules continue to exist by
answering the following questions for each rule:
. Is it obsolete?
. Does it reflect current legal and policy considerations?
. Is it in alignment with TDLR’s current procedures?
TDLR encourages anyone interested in the Licensed Breeders program to review
the Notice of Intent http://www.tdlr.texas.gov/bre/breprop.htm and current
Chapter 91 rules http://www.tdlr.texas.gov/bre/brerules.htm .
