Waco officials exempt cowboy’s impounded cowdog from spay-neuter mandate
Nero the cowdog departed the Waco Animal Shelter un-snipped Tuesday
after the city of Waco reversed its decision and granted the dog a
health exemption to its spay-neuter mandate.
The city last week had rejected a claim by owner Jeremy Scott Echols,
backed by a veterinarian’s letter, that neutering the dog would make him
less effective in rounding up cattle.
Echols, a working cowboy, hired an attorney and was set to appeal the
decision to the Waco Animal Welfare Advisory Board on Tuesday, 12 days
after Nero escaped from Echols’ home near Waco Drive and was picked up
by city animal control.
But in private meetings, city officials accepted a second opinion from
another veterinarian, Dr. Tamra Walthall, who said the age and past
medical history of the 9-year-old dog made neutering inadvisable.
Walthall is the former consulting vet for the city shelter, and in her
private practice she has treated Nero as recently as last year, when he
suffered an infection from a snakebite to his head…..
