In a letter, half a dozen congressmen called for an IRS investigation into HSUS’ tax exempt status. Tax exempt organizations are prohibited by law from attempting to influence legislation on a large scale. In a response, the IRS confirms to a congressman that it’s investigating, but wouldn’t comment on what, if any action it may take.”

You’ve seen the ads tugging at your heart strings. Abused animals that need your help. The Humane Society of the U.S. asks you to donate to help those animals. While the National Humane Society does help animals through legislation and rescue efforts, in a state that euthanized 7000 last year, you might be surprised to learn there’s little help where some say it’s needed most. A dozen dogs left in the filth of hoarding.

“Hoarding is a major, major problem all across Tennessee and one of the biggest reasons is we don’t have enough animal shelters to handle the numbers of dogs there are,” says HSUS Tennessee Director Leighann McCollum.Shelters, the backbone of our animal rescue team.”The hardest part is truly the fundraising effort,” says Ex-Director of the Humane Society of Dickson County Billy Higgins.

The Dickson County Humane Society occupies 2 makeshift buildings that are falling apart.

“Then the roof leaking is a problem,” says Higgins.

Despite having Humane Society in its name, it gets no money from the Humane Society of the United States.

“In terms of actual cash coming down to the local shelters,” says Higgins. “There is none.”

We checked the HSUS tax records Form 990. It shows the non-profit took in over $133 million in donations last year. Of that, $6 million went to local shelters. We found of that money HSUS gave only about $1000 back to local shelters in Tennessee and $0 went to shelters in Kentucky in 2011.

“You know they collect money from soft hearted people who send them $10-$20 a month,” says Senator Frank Nicely (R-Strawberry Plains)>

So what does the Humane Society spend your donations on? Primarily fundraising, advertising, legislation to protect animals, and the lobbyists to push it through. This session, HSUS spearheaded the cockfighting bill in the Tennessee General Assembly to protect roosters. The HSUS was instrumental in cracking down on horse soring in Tennessee with video proof, and the national group was in Blount County last week rescuing horses allegedly abused by soring. FOX17 has accompanied the Humane Society on numerous raids to rescue animals including a dozen dogs saved from a hoarder in Pikeville this month. U.S. Humane Society CEO Wayne Pacelle was on Ellen promoting the veto of a Tennessee bill he says would hinder undercover investigative efforts to expose animal abuse. No doubt, the HSUS is working to stop animal abuse on a national level through legislation.

“They’re tear jerkers,” says Cheatham County Animal Control’s Natasha Farmer. “I love the commercials.”

Farmer says the Cheatham County Animal Control survives on $75,000 a year.

“It gives me more of the impression that they’re helping on a locally communal base,” says Farmer.

The Dickson County facility gets by on just $150,000 a year.

“I think people give to the HSUS thinking their dollar gets down to the local shelter and I think the HSUS meets their mission in supporting policies, but doesn’t always support the small communities in the U.S.,” says Higgins.

Donations to the national organization don’t translate into direct daily animal care at your local shelter. In fact, Pacelle tells FOX17 the U.S. Humane Society has no affiliation with your local Humane Society, despite sharing the Humane Society name. Remember those rescued Pikeville dogs? HSUS deserves the credit for that rescue and in this instance gave a Chattanooga shelter $1500 for care. Cheatham County Animal Control and another shelter in Portland tell FOX17 HSUS hasn’t been as responsive and giving during and after rescues.

“I would hope situations like this would raise awareness about the need for a local shelter to be able to assist these animals,” says Director of Rural Outreach Eric Swafford.

  1. I love it! And it’s about time that authorities questioned the HSUS about the spending of those multi-million dollars that they collect each year!
