Behind the Curtain:

Most  everyone is familiar with “Skip” Trimble as the spokesman for the Texas Humane Legislation Network (THLN).  His real name is Robert Trimble and is an active member of the Animal Legal Defense Fund, member of the Dallas Real Estate Task Force , and funds PetNet.  His wife is Mary Trimble;Board of Directors of Born Free and the API (Animal Protection Institute) who receives funding from HSUS ;Advisory Board of Operation Kindness. But what else does he do?

On 06/28/2012, The HSUS hired a very competent lobbyist named Joe A. Garcia who works with Texas Capitol.  Pay range that was listed on Texas lobbyist reports was prospective $25,000.00 and $49,999.00.  In addition to that, HSLF also hired Mr. Garcia with a pay range prospective of ‘less than $10,000.00’.  Mr. Garcia has a very interesting history in that he “served as chief of staff to State Senator Eddie Lucio, of Brownsville.”  Mr. Garcia works with other lobbyist at Texas Capitol

Mike Toomey – Only person in Texas history to serve as chief of staff for two Texas Governors (William P. Clements, 1989-1990 and Rick Perry, 2002-2004) and
Rossanna Salazar – Served as press secretary to Governor Bill Clements in his second term; press secretary to then-Agriculture Commissioner Rick Perry and
Walter Fisher – Served as Texas Senate parliamentarian under Lt. Governors David Dewhurst, Rick Perry

HB 1103, authored by Rep. Eddie Lucio, III, D-District 38, and Sen. Rodney Ellis, D-District 13, allows a judge to order a person convicted of animal cruelty to attend a responsible pet owner course sponsored by the local municipal animal shelter.  More money for animal shelters through another government program. Eddie Lucio received a 100+ and wrote legislation for HSLF/THLN according to the scorecard that you can find links to on the HSLF website.  Would state-run, government shelters (non-profits) have a reason to hire lobbyist to promote laws that pay them money?!

August 17, 2012 : A Month of Rescued Animals “A Texas rescue of 298 dogs…. These accomplishments are only possible because of your generous support of our Animal Rescue Team. Your donation will go to work to help more animals like these.” HSUS website.

It just so happens that Robert Skip Trimble donated $5000.00 to the Humane Society Legislative Fund on the very day that article “A month of rescued animals” was released on the Humane Society of the US website, August 17, 2012.

As an added note, Doggett for US Congress, AUSTIN TX received a $1000.00 bill from the Humane Society Legislative Fund on 9/13/2012.  For the year, Doggett received a whopping score of 90 on the Humane Society Legislative Fund scorecard.  Rep Doggett voted in favor of every single bill that the Humane Society of the US had listed.  Not one time did he vote against.  Llyod Doggett still remains in his seat in TEXAS.  Rep. Doggett, according to opensecrets.org, received $38,500.00 from the Real Estate sector between 2011-2012.  Just wondering if RobertTrimble was kind enough to arrange some of that cash since he is a member of the Dallas Real Estate Task Force.

HB 1451, was authored by Rep. Senfronia Thompson, D-District 141, and Sen. John Whitmire, D-District 15.  HB 1451 allows inspectors to not just enter a business but to enter homes without a warrant and without the homeowner present.  This law also created the Licensed Breeders Advisory Committee. Signed by Gov. Rick Perry on June 17 2011. Gov. Perry was busy that day. He also signed HB 963, a bill requiring bonds in amounts sufficient to ensure that animal welfare organizations get fully reimbursed for the costs they incur in housing and caring for seized animals signed by Governor Rick Perry June 17 2011.

Texas Department of Licensing & Regulation (TDLR),The Licensed Breeders Advisory Committee met on Tuesday, August 21 2012 at 10:00 a.m. in the 1st Floor Public Meeting Room (125E) of TDLR’s North Campus Building, located at 1106 Clayton Lane in Austin. Board Members included Maggie Dahl Dallas Animal Companion Project who has partnered with the Texas Humane Legislation Network Robert Trimble-Treasurer and Operation Kindness(Mary Trimble, board member,  Sherry Ferguson  Texas Humane Legislation Network,  and Paul O’Neill, Animal Control Officer.

According to the report from the meeting, “During Public Comments: Skip Trimble (THLN) complained because the material for the committee’s consideration wasn’t available until 5 minutes before the meeting. Trimble disagreed with the proposed penalties, demanded to know who wrote them, and claimed they are not what legislators “wanted.”  Insisted it must be more punitive”

“September 26, 2012, the Commission adopted the Texas Department of Licensing and Regulation’s (“Department”) updated Criminal Conviction Guidelines pursuant to Texas Occupations Code, §53.025(a). These guidelines describe the process by which the Department determines whether a criminal conviction renders an applicant an unsuitable candidate for the license, or whether a conviction warrants revocation or suspension of a license previously granted.”

The THLN says “one hundred thousand homeless pets are euthanized every year in Texas shelters.”  But yet THLN advocates on behalf of shelters,rescues, and spay/neuter programs like Emancipet.  Who is doing the euthanizing?  It sure isn’t breeders!  They go on to say that “The word euthanasia means “good death”.  Perhaps they take that definition literally.

Last year, Austin[TX]-based Emancipet ………[received] $40,000 provided through the license plate fund” –.  Would Emancipet have a reason to be friendly with the THLN group that lobbies the Governor of Texas, Rick Perry?  But they don’t stop at the local level.  They go all the way to Congress to get your money.  Emancipet says that they “recentlyhad a visit from Lee Ann Calaway, Field Representative for Congressman Lloyd Doggett, who met with us regarding the Puppy Uniform Protection and Safety Act (PUPS) that Congressman Doggett has once again co-sponsored.”  Congressman Doggett is a member of the Congressional Animal Protection Caucus.  Members of that Caucus received large amounts of money from the HSUS/HSLF banks in the hundreds of thousands.

Thanks largely to THLN, this law (HB 3250, passed 1997) created a new “animal friendly” fund through the sale of special motor vehicle license plates.  Proceeds from the fund provide free and low-cost dog & cat spay/neutering to programs across the state.  The $3M allocated to the fund to date….”

Emancipet’s mission according to their tax return is “Emancipet envisions a world where no cat or dog is ever killed just for being homeless.  Emancipet provides free and low cost spay/neuter services as well as wellness services for owned and shelter pets in the greater Austin area…”  One would think that Emanicpet is doing the community a favor.  Looking at their tax return would make one wonder.  They had a total income of 2.5 Million.  Where did that money come from?  Their low cost or free spay/neuter
Business brought in 2.1 Million of the 2.5 Million revenue and don’t forget the funds they receive from those cute little license plates. Emancipet didn’t pay one dime in taxes because it is a ‘non-profit’.  How many living dogs did they save from euthanasia?  None.  Not even One.

Is THLN any better with their money in helping stray animals?  Their tax return in 2011 states that they had revenue of $169,547.00.  $150,888 of that went to “professional fees and other payments to independent contractors”  and showed on page one that $0 went to salaries, other compensation, or employee benefits.   However, it seems that Monica Hardy, executive director of THLN, was paid $55,000.00. The rest of expenditures,$ 43,218.00, went to office expenses of which over $13,000.00 was “legislation expenses”.

Previously……Mar 26, 2010 Texas Humane Legislation Network (THLN) held a fundraiser for HSUS .  “All proceeds from the event benefited The HSUS’s Stop Puppy Mills Campaign. “  Skip and Mary Trimble were on the Host Committee.   This “campaign” “has held several national demonstrations against Petland’s support of cruel puppy mills, in coalition with other humane groups” according to sourcewatch.

The unusual information on this webpage is the Who’s Who. General event tickets were $200.  There was a “Special Welcome by Wayne Pacelle, President and CEO of The HSUS.” The Presenting Sponsor of the event was Presenting Sponsor American Dog Rescue.  Listed in the Host Committee with Robert and Mary Trimble was Madeline and T. Boone Pickens.  Now there’s a tip off of what is really going on.

But who is the sponsor, American Dog Rescue?  Connections, connections!  American Dog Rescue’s mission statement “No Healthy Dog without A Home” And “Each dollar contributed to the Foundation goes toward the rescue of another dog”  Sounds wonderful.  Who formed American Dog Rescue?  Arthur E. Benjamin, National Council Member of The Humane Society of the United States.  According to Wayne Pacelle, President and CEO of the Humane Society of the United States, “Arthur Benjamin is the sort of person who emerges on the scene, and has an electric effect on an organization and its donors. Arthur has jump started ….. our national campaign to crack down on puppy mills…… We are a different, better, more effective organization because of his involvement and leadership philanthropy.” Credit where credit is due.  How sweet.  You can read for yourself  here about American Dog Rescue that is complete with a picture of NY CITY MAYOR BLOOMBERG.

A perfect example of how money flows from one “non-profit” to another is American Dog Rescue Foundation(ADRF).  In 2010, ADRF had an income of $192,269.00. $10,000 of that was from “related organizations” and another $10K was in “non-cash” contributions.  Expenses for that year was $286,000.00 in grants, and $69,000.00 in other expenses for a net loss of -$163,332.00.  Disappearing off the radar of the 2010 tax return if you don’t watch closely is about $2 Million of prior year income.  Where did the $2 Million go?  Stocks, bonds and investments.  The homeless dogs will be happy to hear that the stock market is doing well.   Almost half of the $69K in expenses went to Marketing and Investment management fees.  Thank goodness they didn’t spend any money on lobbying.  Mr. Bloomberg would be happy to hear that!

OK, it takes money to run a non-profit.  But where did the grant money go?  And here is the kicker!  $135,000.00 of the $192,269.00 that the American Dog Rescue brought in which “each dollar contributed to the Foundation goes toward the rescue of another dog” went to the richest non-profit, HSUS, that doesn’t even own one shelter or rescue for dogs!!!! Another $10K went to the Humane Society of Utah, owned by HSUS and $7,500 went to the Humane Society of Broward County, Fort Lauderdale Florida.

HSUS has been trying to put PetLand out of business for years.  Money flies through the non-profits to certain groups that are assigned certain tasks.  Physicians Committee for Responsible Medicine (PCRM) just happens to be the one that is targeting PetLand.  John J. Pippin,  of PCRM, sends out emails regularly on the PetlandGoingDown yahoo group to form protests at PetLand.  HSUS will have you believe that PetLand sources their puppies from what HSUS calls a ‘puppy mill’.  However , this would mean that any breeder, regardless of how pristine their business is, would be unfit to supply a puppy to PetLand.  According to Wayne Pacelle, CEO and President of HSUS, “every responsible breeder is a puppy mill.”  The phrase Puppy Mill is the equivalent of a racial slur.

The Foundation for All Creatures, located in Dallas TX, has some very coincidental directors and grantees.  List of directors include Robert “skip” Trimble.  This foundation granted $23,0000.00 to PCRM between 2007 and 2011. $8000.00 of that is from the most recent 990 tax return available.

Mr. Trimble is also on the board of directors of Metroplex Animal Coalition (MAC).  MAC’s mission is “an alliance of 501(c)(3) animal welfare organizations in Collin, Dallas, Denton and Tarrant counties, in the State of Texas, whose members have joined together in order to reduce the killing of dogs and cats in municipal animal shelters and humane societies.”  MAC has a link on their website that goes directly to  Texas Humane Legislation Network listed under legislation.

Another link that is found on many “rescue” websites, including MAC,  is “”Looking to Adopt? Visit our PetFinder site to see hundreds of homeless pets available for adoption through our Member Groups!”  The problem?  “Adopting” a dog/cat is NOT FREE. Purchasing a pet at a shelter or rescue is the same as purchasing one from a breeder.  The difference?  Rescues/Shelters get their dogs for free by either owner surrender or seizure by animal control (one of whom is on the breeder licensing committee) from a breeder that has a much cleaner facility than the shelter, pays no tax, and uses the word “adopt” instead of purchase.

The more strict the Shelter/Rescue community can make the laws, including more stringent than USDA, the more money the Shelter will make because of these property seizure laws that the Texas Humane Legislation Network and the Humane Society of the United States is working to put in place and making sure that shelters/rescues are EXEMPT from any of these laws including allowing the shelter to have conditions inside the shelter that wouldn’t pass a future owners inspection let alone a USDA inspection.  A shelter run by a non-profit that gets paid from the state/federal government is a STATE KENNEL.  Trick down effect, the government has exempted itself from any law governing dogs and paying itself to seize property to resell!

Just out of curiosity, how is Mr. Trimble helping to stop animal euthanasia by promoting legislation that helps “Shelters” bring in more dogs seized from responsible breeders to either sell or euthanize?

    “Just FYI: Sherry Ferguson is also the director of the Houston Humane Society, a “shelter” with an 89% KILL rate. They also used to, and may still, take in animals from other communities and KILL them for a fee. I find it ironic and absurd that any so called “humane” group would want her as a board member etc., but she is or was a board member of THLN.”
