The tedious process for Texas Department of Licensing & Regulation’s
development of Rules implementing HB 1451, the misnamed “Puppymill” Bill, is
nearing the final stage. The rules must be finalized by March 31, 2012 per
statute with the requirement to be licensed by September 1st.

Before voting on the Rules, the Licensed Breeders Advisory Committee Meeting
Agenda includes a Public Comment Section for those brave souls who sign
their names for all to see … the “animal rights” extremists, local animal
controls, and to be added to TDLR’s list of prospective breeder licensed
facilities. The Animal Rights Brigade will be out in full force again
insisting the Rules aren’t strong enough – should be stricter than USDA.

To date, TDLR has not published Responsible Pet Owners Alliance’s Comments
to their website with other public comments nor have the Licensed Breeders
Advisory Committee members received our comments. TDLR was notified that
the Committee vote will be
illegal if all comments aren’t distributed. Comments can be viewed on their
website from all others – except for RPOA’s comments.
TDLR’s Brian Francis has just emailed us that RPOA Comments will be posted
as PART 8 and he will let us know when it goes up. Surely this was simply
an oversight and should be corrected today.

TDLR said they have received 7,000 responses with many coming from all over
the country, not just Texas. After the committee’s approval, the Rules must
go back to the Commission again for any changes before final approval. The
Commissioners have the final word.
